I'd add something about how your character isn't just your sheet, since that's just a reflection of the character that we use to facilitate said roleplay. The person is more important than the numbers, which you've somewhat gotten at in the fourth paragraph. Just might be good to expliclty prod people into thinking about who their PC is more than whether he or she should have a 3 or 4 in Pistols.

Waffle has it pretty good.  An addition of more focus on character development would be good especially with a throw in of That's why we ask for your background to have detail and more than just Shadowrunner Ninja school.

Although... Mmm, Shadowrunner Pirate Ninja School...  I think I may have found my calling.

If you haven't, take a look at the Dragonlance Player's Guide. A lot of players, both new and old, have found it to have useful information. There's no reason that a lot of it couldn't be adapted to Seattle and it implements a lot of the information that you're writing here.

I've looked at the player's guide, just haven't gotten that far yet with developing the material.

But it brings to mind another question: how are we going to organize the Welcome room and its adjacent rooms? What I mean is, the Welcome Room is nice and concise. Though we need to change the last line to reflect the new name, but that's no biggie. But how do we want to offer the rest of the information for people checking out the game? Where do we put things like what I've posted here? Will there be rooms off the Welcome Room, like a Theme Room, and a Playing in NS:SE Room, etc.? Or will it be some sort of function that the player can type in to get various bits of information? I guess I'm just asking how this data will be communicated.

No light, but rather darkness visible
Serv'd only to discover sights of woe,
Regions of sorrow, doleful shades, where peace
And rest can never dwell, hope never comes
