Can anyone describe to me what glowcity would look like? Also what do the radiated
trolls look like?

Get a hold of any one of the Seattle sourcebooks. The Edition does not matter. They should have at least one pic of Glow City, each.

The name 'Glow City' is there for a reason. The parts closest to the molten reactor glow at night.
Otherwise, think the opening scene of Terminator 2 and the post-nuclear scenery in the Terminator series in general.
The AR and matrix are bogus there because of the radiation.

The trolls and orks of Glow City are hideously mutated for the most part -boils, outgrowths, freaky tumors(not recommended: google pics search), the more garish negative Changeling Qualities, radioactive burns, missing skin, extreme dermal armor or fur or scales.
Think the ghouls from Fallout, just add horns, dermal and tusks.
